COLOMBO (News 1st) - As of 6:00 a.m. today, March 15, 2026, the Government of Sri Lanka has activated the National Fuel Authorization System using QR codes to manage fuel distribution. This measure has been introduced to ensure equitable access to fuel for all citizens and to maintain the stability of essential economic activities.

1. Why the Change?
The Ministry of Energy has cited two primary reasons for this decision:
• Global Supply Disruptions: Escalating geopolitical tensions in the Middle East have impacted global fuel supply routes.
• Domestic Demand: An abnormal rise in local fuel demand, fueled in part by illegal hoarding and black-market activities, has necessitated stricter management of existing reserves to prevent shortages.

2. Fuel Station Regulations

Effective immediately, the following rules apply at all fuel stations:
• Mandatory QR: No fuel will be issued to any vehicle without a valid, scanned QR code.
• Fair Distribution: The system is designed to curb excessive purchasing, ensuring that fuel remains available for public and economic needs.
• Essential Services: Special arrangements are being finalized today to prioritize fuel for essential services and agricultural sectors.

3. How to Obtain or Access Your QR Code
Visit the official portal at https://fuelpass.gov.lk/ 

The process varies depending on your status in the system:
• Existing Users (No Changes): If your vehicle ownership and mobile number have remained the same since your previous registration, you can download your QR code directly from the official portal at fuelpass.gov.lk.
• New Vehicles or Changed Details: If you have purchased a new vehicle or updated your contact information, you must register or update your details via the same portal. Authorities are working to resolve these registration updates as quickly as possible.
Note: You may present a digital screenshot or a printed copy of the QR code at the fuel station.

The Ceylon Petroleum Corporation (CPC) has confirmed that there is no cause for panic:
• Consistent Shipments: A vessel carrying 35,000 metric tons of fuel is due to arrive tomorrow, with three additional shipments scheduled within this month.
• Secured Reserves: Orders for fuel stocks have been placed to ensure national requirements are met through the end of April.
• Stability: Distribution networks are operating, and the goal of this system is to protect these incoming stocks for the benefit of the general public.
