COLOMBO (News 1st); The Government of Japan has announced grant assistance worth JPY 2.179 billion, equivalent to approximately Rs. 4.54 billion, for a major flood mitigation initiative in the Kelani River Basin, one of the country's most economically vital regions.

The funding will be used for the Project for the Improvement of the Pump Station in the Kelani River Basin, an initiative aimed at strengthening stormwater drainage capacity and reducing the impact of future flooding across the wider Colombo Metropolitan Area.

At the heart of the project is the construction of a modern stormwater pumping station using Japanese technology, designed to improve flood management, protect local communities and strengthen Sri Lanka's resilience against natural disasters.

The Kelani River Basin is home to some of the country's most important economic infrastructure, including major transport routes, logistics facilities, warehouses and commercial establishments. Flooding in the area has repeatedly disrupted businesses, damaged property and affected thousands of residents.

The project comes at a time when climate-related disasters are becoming more frequent and severe, increasing the urgency of investing in long-term resilience and disaster preparedness.

The area is still recovering from the damage caused by Cyclone Ditwah last year, while concerns over weather-related risks linked to climate variability have further highlighted the need for stronger flood protection measures.

Officials say the project is expected to not only safeguard communities and critical infrastructure but also support uninterrupted economic activity in one of Sri Lanka's busiest commercial corridors.

The agreement was formalized in Colombo on October 28, with Japanese Ambassador Akio Isomata and Treasury Secretary Dr. Harshana Suriyapperuma signing and exchanging notes on behalf of their respective governments.

The initiative also reflects Japan's continued commitment to sharing expertise developed through its own experience as a disaster-prone nation, applying advanced engineering and technology to help partner countries strengthen disaster risk management.

The Embassy of Japan said that Japan remains committed to supporting Sri Lanka’s sustainable development and sincerely hopes that this project will further strengthen the bond of friendship existing between the two countries.
