Admiral Tripathi Flags Rising Friction in Indian Ocean

COLOMBO (News 1st); Admiral Dinesh K. Tripathi, Chief of Naval Staff of the Indian Navy, has underscored the growing strategic complexity in the Indian Ocean region, warning of potential friction among regional and extra-regional powers as global interests increasingly converge across trade, energy, and security domains.

Speaking on the evolving maritime landscape, Admiral Tripathi emphasized that the Indian Ocean is no longer just a conduit for commerce but a critical theatre where prosperity and security intersect. 

“Due to the geography, the Indian Ocean region is a place where commerce, prosperity and security converge,” he said, noting that this convergence has led to heightened competition and could escalate tensions among states.

He pointed to the visible impact of international sanctions in the region, citing the emergence of “shadow fleets” and vessels “going dark” as signs of growing opacity in maritime operations.

Reaffirming India’s commitment to peaceful cooperation, Admiral Tripathi stated that the country’s maritime vision is deeply rooted in the ethos of Vasudhaiva Kutumbakam — the belief that the world is one family. “India's maritime vision has been, is, and will always be grounded on collaboration and cooperation,” he said.

To address the challenges ahead, Admiral Tripathi proposed a three-pronged strategy:

Inclusive Maritime Domain Awareness – Harnessing technology to build interoperable communication and information-sharing networks. He highlighted Nishar Mitra, a software developed by India and already in use by friendly nations, as a key tool in this effort.

Resilient Infrastructure Protection – Recognizing seabed cables and energy pipelines as critical global assets, and advocating for collective defense against cyber threats, piracy, trafficking, and climate-driven disasters. He also recommended leveraging the Coalition for Disaster Resilient Infrastructure, an Indian initiative.

Deepening Connectivity – Promoting inclusive and sustainable pathways to strengthen regional ties and ensure long-term stability.
