COLOMBO (News 1st); The Colombo Crimes Division informed court that the attack and shooting incident involving the vehicle of Thusitha Halloluwa, former Director of the National Lotteries Board, was revealed through investigations to be a crime orchestrated by Halloluwa himself in collaboration with organized criminals.
Halloluwa, who was arrested early this morning, was presented before Colombo Additional Magistrate Pasan Amarasekara later in the afternoon.
Thusitha Halloluwa, who had been issued a warrant, was arrested by the Colombo Crimes Division around 2 AM.
At approximately 3:30 PM., officers from the Colombo Crimes Division presented him before Colombo Additional Magistrate Pasan Amarasekara, while also updating the court on the progress of the investigation.
Investigators stated that on May 17, Halloluwa was allegedly targeted in a shooting while traveling in a vehicle through the Narahenpita area.
Following an extensive investigation, ten individuals were arrested and remanded. Authorities noted that they have since been released on bail.
Officials further explained that Halloluwa was named as the eleventh suspect in the case due to inconsistencies in the statements he provided during the investigation. He was subsequently taken into custody and presented to the court as a suspect in the case.
Statement Extract:
“Your Honour, the suspect claimed that he was the target of a shooting and that a valuable file in his possession was stolen during the incident. He further stated that the stolen file contained information regarding a deposit of Rs. 4 billion made by the current President in a shipping company based in Greece. However, investigations conducted so far have not uncovered any evidence confirming the theft of such a file.”
Investigators informed the court that the suspect had deliberately avoided giving a statement to the Colombo Crimes Division.
Statement Extract:
“Your Honour, CCTV footage clearly shows that after the shooting, the suspect drove his vehicle in the same direction as the gunmen fled, without displaying any fear or hesitation. This has raised reasonable suspicion in the investigation that the suspect may have collaborated with organized criminals to stage the incident. Furthermore, Your Honour, the initial investigation into this incident was conducted by the Narahenpita Police, and was later handed over to the Colombo Crimes Division. The CCTV footage from the location of the shooting has already been submitted to the Government Analyst. The suspect had initially provided a statement regarding the incident, but that statement contradicts the one he gave later. Investigators conducted a thorough analysis and found that the statements given by the suspect and two other individuals involved in the case were inconsistent with each other. Despite being notified on multiple occasions to appear before the Crimes Division and provide a statement, the suspect deliberately avoided doing so.”
It was revealed during the proceedings that, despite a court order requiring the suspect to hand over the mobile phone he used on the day of the incident for investigation purposes, he instead provided a different device.
Investigators discovered that the suspect had deliberately changed his phone number and submitted an alternate mobile phone in an apparent attempt to evade the investigation.

“Your Honour, the suspect claimed that his mobile phone was damaged on the day of the incident. However, upon reviewing the mobile phone analysis report, it was revealed that the same device had been used even while the suspect was hospitalized following the incident. This indicates that the suspect deliberately made a false statement about the phone being damaged and, with the intention of misleading the investigation, provided a different mobile phone with a changed number to the investigators.”
Representing the suspect in court, attorneys Ajith Pathirana and Athula S. Ranagala submitted a bail application.
“Your Honour, my client has appeared before the Colombo Crimes Division on five separate occasions and provided statements regarding this incident. He has no intention of evading the police. He was unable to attend on the most recent occasion due to the death of a close relative. Therefore, we respectfully request that he be released on suitable bail.”
After considering the submissions, the Magistrate rejected the bail application.
“Based on the facts presented, it is evident that the suspect has not cooperated with the investigation. Accordingly, the court finds that the suspect has committed offenses under the Penal Code, the Firearms Ordinance, and the Explosives Ordinance. Therefore, bail is denied at this stage, and the suspect is ordered to be remanded until August 28.”
